Usury laws were de facto suspended back in those days. Who would tell Citibank that they were violating someone's quaint law for charging 21% prime? Their cost of funds was commensurate. It is just like the 55 mph speed limit. It was not operational. How dare you go faster? Why, you could get a ticket. Nobody cared and the cops couldn't enforce the law. The law had to be changed.
