I have an aunt with a HUD Section 8 grant. It enables her to live on her minimal SS pension a nice assisted-living facility. At 86, it's unlikely to the max that she could find a way to move "up and out of assisted housing." She would work if she could find anyone who would give her any job at all. I don't know how many of the residents in her facility have Section 8 grants but it's a lot more than a few.
