The term limits issue like many is complex. No question it's a complex issue. We're seeing the downside of it in California where there's no "history" or follow-up. Just when someone starts to be effective/competent, they have to leave. It leaves the question of why someone would interrupt their life for 6 years in Sacramento. A common answer is they have a specific and often personal agenda. But then there's Pelosi, et al - practically the whole bunch - who have learned how to work Washington so well they don't even have to read the bills they pass.
