Hydrogen as fuel might eventually be a major factor but its rather problematic as well. I don't think its such an obvious good idea that the government should try to pick it as the winner and install it as the solution.

It's not a Manhattan project by any means - we know the technology works.

You misunderstand my point. A Manhattan project is easier. Developing a technology is easier than engineering and implementing an infrastructure across the whole country.
