re: John if the SSA buys government bonds, and there is a budget deficit, then no matter how you report the budget(s), the SSA money is used to finance current deficits. It may be used to finance it, but it wouldn't be used to hide it on the headline number. It's a transparency issue; both for the federal budget and SS. The average person has no clue what's going on.
