If any particular nation should be identified I guess that Saudi Arabia did. At least that's where the majority of the held passports came from.

But Iraq dodged the "final and ultimate" resolutions of UN repeatedly. That wasn't very wise of Saddam, got him the noose and video performance.
Even less wise so was the European, Chinese and Russian stance on that, "so what, we don't mind, let UN take the beating and Saddam laugh his butt off".

One could argue Bush decided to protect UN's credibility and reputation. Both of which are gone anyway.
