Mars has more land area than Earth does, admittedly not very fertile or warm but expansive none the less, and certainly has water if only at the poles. The Moon is also quite empty and probably has water too.

True. But HOW do we establish and maintain even small colonies economically in either place? Cost-efficient space transport systems simply do not exist. I'd say it is not lack of willingness but lack of ability that is stopping us.

I'm working from memory, and this is not my speciality (I write flight software for satellites), but as I remember it costs $3000 to get a pound to geosynchronous altitude. That's only 22,000 miles- -not the 225,00 to the moon or the hundreds of millions to Mars.
