Instead of paying cash for goods and services, QLSI paid in stock over the years. This is covered by SEC regulation 144. Some of this stock was restricted, but with the infusion of all the shares for Pipasa, some probably became free trading because the restriction is based on the number of shares outstanding. They wisely hung on to their stock when they found out the news, and the stock went up. But with the lack of news and low volume, the market makers let the stock drop, especially with the soft market before the election.

Now that the distraction of the election is over with, the market can get back to business as usual and the stock should go back up. It will only be a matter of time until this company comes out with news.
