Is race a factor?

Interesting stats on white and black homicide rates. In 2002, 25% of those executed were black, while 43% of those on death row were black. According to the US Justice Dept, blacks "were over 7 times more likely than whites to commit homicide in 2000" and 6 times more likely to be victims of homicide. Whites are more likely to commit workplace murders and poisonings.
