The attack on the WTC ended in 2001. It began in 1993. It was followed by the Khobar Towers bombing in 1996, two African embassy bombings in 1998 and the U.S.S. Cole in 2000.

Clinton and Kerry were on watch then. What action did they take?

I can answer that. Their response, over the next 8 years, was an across the board 36-39% cut in the personnel and equipment strength of our Armed Forces and intelligence agency budgets.
And nearly forgot, they blew up some empty tents in a desert.
