I'm a retired Federal Employee. I was happy with the plan that said that everyone could buy the same insurance that Govt. Employees had the option of buying. Companies not willing to participate would lose all the govt. employees currently enrolled with them.

I won't say this is a govt. plan, but we always had the choice of dozens of companies, practically every name you'd ever heard of, and in many cases there were high and low options.

I don't know what happened to that simple plan, but I once heard that Congress would need a week to determine how to make a 4 minute egg. After some through analysis the author admitted that it could not be done, a minimum of a month would be needed, and that would be if sufficient priority was attached to the decision. Our problem with govt is laws that are thousands of pages in volume. If it were up to me, no law could be more than 10 pages long, double spaced in 10 pt. type with 1" margins for each page, and prepared at 9th grade reading levels. I believe if such laws were in place, far less could be hidden, and more importantly funds being expended would be clear, not hidden in tons of paper. Of course it would probably take Congress 1000 pages to write such a law. I'm uncertain, but wouldn't be surprised if our Constitution already complies with my suggestion for writing laws, the devil has been in the details.
