So you are saying that but for those budget cuts, 9/11 wouldn't have happened? And anyone who voted for those cuts during that period is culpable?

No one can know whether the 9/11 attackers would have been caught. But we certainly can know that the systematic failures engendered during the Clinton Administration surely hurt that chance.

There is nothing George Bush could have done to stop 9/11. The damage was already done. To complain that it happened on "Bush's watch" - insinuating that BUSH was culpable - is asinine.
