No, Bruce, it's when they pull a gun at the local hacienda and demand all your beer and your gold watch while the sherrif looks on, that it is perceived as "lawlessness". The level is slightly higher than say robbing touristas in Hawaii but the blatancy is much more profound. Luck it appears so far is with you. Have you tried to cash any gov't cheques to find they disappear in the maze of no findee monee? It happens. EC<:-}
