He may have. Bush the Old and Reagan weren't from the same factions in the Republican party. So he wouldn't have necessarily kept all of Reagan's appointees. The point is, the claim that presidents commonly fire all the USAs every 4 years is counter-factual. Now the Rove's know they are lying. The selective readers like Shorty and Harris might not. It works for them. Knowing the truth would only call into question their loyalties and they hate being disloyal to their emperor.
