You're probably right, especially since T makes less money per minute
selling to the second and third tier firms than they would selling to
the retail market. I work in the industry and know that Sprint and
MCI are tight on capacity and are selective about which resellers
they sell bandwidth to. ATT sells wholesale but it's getting harder to buy new capacity from them too.
