Have your read UN Resolution 1441? The very first paragraph says that Iraq is in material breach of the Gulf War resolutions regarding WMD. That means all the members of the Security Council agree on this point. The point of the exercise under 1441 is not for the US or any other nation to prove that Saddam has WMD but for Saddam to prove to the world he does not have them. Saddam squandered that opportunity when he delivered an incomplete and largely recycled declaration.
