No, I don't agree; people who "know-how" are perfectly free to speak publicly, as long as they do not violate any trade secrets or employment agreements. That does not them from talking about what is going on in the industry, nor does it prevent them from commenting on what specific companies are doing as long as they have obtained their information legally and without encumbrances (e.g. non-disclosure agreements). Also, being retired does not automatically prevent one from having current, state-of-the-art knowledge; some retired people keep up with developments, others do not.
