That's one theory. Another would be that these vendors are desperate to differentiate themselves to stay in business, since they are selling a low-margin commodity over which they have no control. A simpler one would be that they want to sell you some more "kit", as you might say over there.

And the particular Compaq incompetence you refer to is just a tiny question of degree, isn't it Steve? They just broke the camel's back. All these vendors load up Windows machines with so much unbelievably needless crap that it justifies a class action suit. It's just a matter of being careful to stay just under the line so the machine will boot to a desktop and won't start swapping heavily until you run any real application.

This whole area is another illustration of how the 68% of happy PC users who approve of Microsoft and Bill Gates are simply unaware of their own victimization.
