Just heard a guy on news radio, mayor of Breckenridge, Co. being interviewed about marijuana decriminalization. He said a town of "well educated, affluent people should be able to decide that marijuana was less harmful than alcohol...blah, one ounce, blah, 21, blah, normal stuff." What struck me was his use of 'wealthy, well educated' (as opposed to stupid poor people, by implication).

Of course this has been the de facto situation all along.

I found it interesting that he just came out and said it.
