In my experience, that's when we've had the best government. Everything was fully vetted, and had to be a lay down no brainer to get passed into law.

But there are some urgent things that need to get done right now... some reversals of policy and some progressive measures like energy independence. So I'm not sure my past experience applies.

Certainly having one party in complete control has been a disaster.
