"AT&T has said that it will spend in excess of $8 B to build out and upgrade its network in the next 2 years. Just imagine if only 0.5 % of that goes into NW gear for a total of $400 MM which would make the Williams order looks like chicken feed."

I've heard that about $1B of the total $8B will go to core switching requirements, which is more than either $40MM or $400MM.
