DSC Communications' Celcore Division Expands Presence in Russia

Four Russian Cities to Offer Cellular Service with DSC's Cellular
Switching Systems

DALLAS, Jan. 12 /PRNewswire/ -- DSC Communications (Nasdaq: DIGI - news)
announced today that Celcore, a division of DSC, has signed multiple
contracts with Millicom International Cellular S.A. and two Russian
telecommunications companies. The new contracts bring the number of
Russian cities utilizing DSC cellular systems to four. Terms of the
contracts were not disclosed.

Celcore's AMPS GlobalSwitch(R) mobile switching center and GlobalCell(R)
base stations have received Type Approval in Russia and were first
installed in Smolensk, a city of 355,000 people located 400 km west of
Moscow. Since initial deployment in August 1996, subscriber growth in
Smolensk has prompted the expansion of one base station and the addition
of two new GlobalCell base stations. The Smolensk system is operated by
Millicom International Cellular S.A. and the local PTT.

Millicom International Cellular S.A., based in Luxembourg, is a
worldwide cellular telecommunications company. It currently has
interests in 31 operations in 20 countries. Millicom will also operate a
new Celcore system in the industrial city of Bratsk, home to 459,000
residents. Bratsk is located approximately 4,000 km east of Moscow in
the remote region of Irkutsk. This system will initially utilize a
GlobalSwitch MSC-24 and two GlobalCell base stations.

Saransk, a city of 320,000, will have cellular service provided by
RTCOMM, a local Russian telecommunications company, using a GlobalSwitch
MSC-8 and three GlobalCell base stations. Saransk is approximately 650
km southeast of Moscow.

Celcore equipment is also deployed in Nazran, capital of Ingushetia, by
CJSC Imperativ, another local Russian telecommunications company.
Ingushetia is a free trade zone and has a population of 300,000. It is
located in the Northern Caucasus mountain region 1,500 km south of
Moscow.

The GlobalSwitch is a family of compact, modular Mobile Switching
Centers that can be flexibly configured to connect to the public
switched telephone network (PSTN). The GlobalCell base station provides
reliable, economical cellular coverage with rapid deployment and low
operating costs. The Network Management System features an easy to use
graphical interface for case of operation and maintenance. Designed
specifically for the needs of the emerging markets, Celcore systems have
low start-up and operating costs and can be scalable for a wide range of
low-subscriber density applications.

''We are very pleased with our recent success in Russia, where our
products have been well received. These new contracts further
demonstrate the flexibility and quality of our systems for the Russian
market,'' said Jim Foley, Celcore vice president of Worldwide Sales.
