Schwartzkopf had actually drawn up a battle plan for the Gulf in a "war game" some five years before, and that apparently figured in his selection as battlefield commander. Powell was involved in advising Bush to cease hostilities 100 hours into the ground war, but I have no knowledge of Schwartzkopf's involvement here; Powell, of course, outranked Schwartzkopf, but they may have included Schw's input. My guess is that Bush and Company didn't want to end up occupying Iraq for five years or more, like we did Germany and Japan after we defeated them. If we had captured Hussein and jailed him and his government we would surely have been stuck with running that place for a good long time.
