Now its ok to change the topic, but if your post isn't about that quote you shouldn't of quoted it in your response. And if your changing the topic it doesn't exactly make a lot of sense to complain when someone else changes it back, esp. when your quote of the original point implies that your new topic is relevant to the old one.

As for FEMA and competence, I don't see any reason to think its less competent now then it was in the past. It may be, but the issue is hardly a nailed down starting point for any discussion about the organization.
