Well, Tim, the government has never put together a competency survey. These things only come out when one of them gets arrested, investigated by Congress or publicly embarrasses themselves in one manner or another. Given that this seems to be universally true when one surfaces to the point that someone checks into them, it is reasonable to assume it is pretty widespread. Now granted, they are sort of self-selected as far as their ability to bring attention to themselves, but...
