WHAT TO EXPECT THIS WEEK — There’s probably not going to be a vote to repeal Obamacare despite the fierce desire from President Trump and some of his senior advisers to claim a win on the issue before the First 100 Days is up on Saturday. There is no plan at the moment and no path to 216 votes.

Also don’t expect too much from the new tax plan Trump promised. The White House is not ready to release a detailed legislative package and is not close to agreement with GOP leadership in Congress.

They will have to come up with a document now that could include some new information on rates. But it’s mostly just going to be broad-brush principles. It almost certainly won’t include a border-adjustable tax, according to multiple administration officials.

The fact is Trump got out over his skis with his comments about a new tax plan this week, setting the White House and Treasury into a scramble to downplay expectations while also coming up with something new to release. Despite public comments to the contrary, Trump is obsessed with media coverage of his first 100 days, people close to him say.

On the government funding fight, the White House is not likely to win on getting big border wall funding. Democrats are perfectly willing to let the government shut its doors over the wall and some senior White House advisers know they can’t win the politics on a shutdown over this issue.

Another senior admin official tells POLITICO’s Josh Dawsey the tax plan will be “very broad strokes but a sense of our defining principles on this. Nothing near legislation."

“It's to just get the conversation going. Trump wants to talk about taxes so we are talking about taxes. It is better to be talking about something than talking about nothing and doing process stories and stories about when it will happen.”
