Possibly because Al-Qaida is so disorganized that they require Iraqis to carry out the actions...

There is still plausible deniability unless these guys can be captured, or evidence uncovered, that shows they are Iraqi military, or were funded and supplied by Iraq.

I really don't know at this point.. But since the attacks were against Israeli assets, not American, it could be seen as a free target since Israel is being restrained by the US from taking action against Saddam.
