That can get tricky. . .

First of all, someone will have to write a program that will compare the two files to really get it compared the way you want it done.

Spreadsheet #1 has something in A1-A10
Both sheets 1 & 2 are the same because you just saved #1 as #2.
A row is added to #1 at 5
Row 5 is now blank.

When comparing the two, in a logical manner, how would you do it?
1. #1 has 1 more row in it than #2.
2. #1 A5 is not equal to #2 A5.
3. #1 A6 is not equal to #2 A6.
4. #1 A7 is not equal to #2 A7.
5. #1 A8 is not equal to #2 A8.
6. #1 A9 is not equal to #2 A9.
7. #1 A10 is not equal to #2 A10.
8. #1 A11 is not equal to #2 A11.

That indicates a lot is different between the two. . .

Now, how would you define your logic to come up with the following results?
1. #1 has 1 more row in it than #2.
2. #1 A5 is not equal to #2 A5.
3. #1 A6 is equal to #2 A5.
4. #1 A7 is equal to #2 A6.
5. #1 A8 is equal to #2 A7.
6. #1 A9 is equal to #2 A8.
7. #1 A10 is equal to #2 A9.
8. #1 A11 is equal to #2 A10.
Which is what you wanted to hear, I think.

Gets real tricky. . . Now, delete a ROW. . . now, you're really going bonkers!

Now, if you have a Col (or more) that control the sequence of the spreadsheets, you can zero-in on the logic a little easier.
For Example:
In the setup above, each spreadsheet is sorted, ascending, to Col. A (data B:zz goes along for the ride).
First, each sheet is Sequence Checked. . . (a program must be written to do that and report errors)
They both MUST be in proper sequence (and you have the possibility of duplicates being allowed or not).
If not, stop right here and fix'em & come back when done to start over.

At this point, each are in proper sequence.
Now the logic would probably result in:
1. #1 has 1 more row in it than #2.
2. #1 A5 is New and not in #2
