Chaz,

Without doing a little digging today, as I am extremely busy today, I would guess that the final specs aren't finalised. There are a few little wrinkles to iron out and believe that is due by the end of the first quarter this year. The final specs will be mandated by the ITU. If you check the the ITU Web pages they should inform you of when and where the technical meetings are being held (www.itu.int).
