If, as a matter of curiosity, you are interested on doing research into this, and after tracking down UMTS IP declarations the recent report published by Informa Telecoms & Media in 3G Mobile and Mobile Handset Analyst might be a good place to start, if you can get hold of a copy:

They name 3 potential major stakeholders who aren't members of the 3G Patent Pool and most certainly will be (are) negotiating licenses and cross-licenses. There are, of course, many others who have declared UMTS IP to ETSI, or the ITU or their respective SDO.
