With the problems you are running into I can only tell you how I would proceed. Others may have better ideas so I'd wait for suggestions before you jump in and do this.

If you have a cd burner (if not you'll need a bunch of floppies) I'd back up my documents,email settings, and any other things you want to keep by running the Files and Settings Transfer Wizard.

I'd then start from scratch by putting the XP disk in and letting it wipe out ME and start fresh. Then reinstall the programs you need from scratch and you'll be in good shape. It tales a while to do this but to me it's worth it.
