In Outlooks help menu there is a selection named 'Detect and Repair' Clicking that takes you to a popup box that states:

Detect and Repair...' will automatically find and fix errors in this application.

During this process you may be asked to provide the installation source and/or exit open applications.

There is a box to check with Restore my shortcuts while repairing. (this might be the helper)

Start----Cancel

Might be of help
