For the regulatorium as a whole, Scorched Earth is the remedy I prescribe here.

This would necessarily be done in stages, of course, setting a one-year sunset for many parts, but establishing a drop-dead scram date for most parts no later than two years out. I realize that this might mean a major degree of shapeshifting taking place in the curricula of the nation's business and law schools, but to that I have nothing more to say than, simply, tough shit.
