Good analysis. Also, Clinton is now indebted to the left- wing of his party for rallying around him, but the governing majority is not only Republican, but in addition Blue Dogs and moderate Democrats. His initiatives reflect his debt, but he cannot get much of the center, and most in the right- wing of his party, on board. They keep talking about how, with a narrow majority, we'll have to compromise, but the Blue Dogs alone add 45 votes for the center- right.
