Les, The funny thing about Clinton is that he just doesn't get it. His "legacy" is dead in the water. Probably, the only power the guy has is executive order and that has limited potential. If you can believe the press, his legacy now is trying to recapture the house and elect Al Gore as President. His dream of overturning the 23rd Amend- ment just won't happen. What I would like to know is why so many Republicans failed to vote for conviction. Were they blackmailed? Clinton's scorced earth policy may have worked for a few votes. -John
