That is quite astonishing,I am not sure what the remedy is other than the direct involvement of the community (people) en masse. I don't think the damn government will do any good and police force is severely constrained (from what I have read).As for the NRIs,it may be a good idea to get the various associations involved in this and come up with a plan.
Since I am from a a village I have not personally experienced big city problems other than what I have read and heard from various quarters.I still sleep at nights with the windows open whenever I go home as I like fresh air, the breeze and above all the pleasant scent of wild flowers (unless of course it is the monsoon season.)

The lunch hour was fast approaching and Dr R.S. Rathi was rushing through his bath when the screams brought it to an abrupt end. His body still dripping wet, Rathi, who works at the city's Batra hospital, rushed into the drawing room of his mother's house in Ashram. To his shock, he saw his sister and mother grappling with a pistol-wielding man.
"I pushed him down the stairs while my sister snatched the pistol," Rathi recalled that August 4 afternoon. "When he screamed for help I understood there were others and, though my sister did not have a gun, I screamed at her to shoot anyone who comes." The words had the desired effect.
