Had the war turned out differently, Capt. Wirz would not have been in the dock. It might have been the Union officer in charge of the prison camp at Elmira, N.Y. In late 1864 the hospital surgeon there complained to the War Department that, of the 8,347 prisoners there, 2,011 had been admitted to the hospital and 775 of those had died. He reported that the prison “stank to high heaven” and that a stream flowing through the stockade had formed a gummy pond “Green with putrescence, filling the air with its messengers of disease and death.” Or maybe the commandant of the Union prison camp at Rock Island, Ill., where more than 1,800 Confederates died, many from an outbreak of smallpox. The place had no hospital facilities at all. A Northern doctor observed that there was “a striking want of some means for the preservation of human life which medical and sanitary science has indicated as proper.” Or we might consider Point Lookout Prison in Maryland where more than 3,000 Confederate soldiers died in the months after the Battle of Gettysburg.
