Thank you for your report: this is what I have surmised by reading it

What I see from reading your report is about another $200,000 in construction and fixture expences. Lab rooms need stailless fixtures all around and a sterile enviorment, plus they need their own air filtration and preasure system. Office equipment can be leased or bought but it is not cheep. Lets say reception and office furniture at about $15000.00 per year.
It appears that only the best profesional and office staff are to be hires They will need to be hired and their assocaited costs will raise the bill by about another $100,000 to $300,000.
This is just what I read in your report I could be wrong but let hope the expenses prove to be justified.
