The problem is over the years, with the House and Senate with Democrat majorities (except for the 6 years of Repub majorities) that vote getting was the name of the game. SO, they added all sorts of numbers of people into the program, that paid no money into the system at all....immigrants, children of parents who died before the kids were 18, etc etc)"
