It's because most of his income comes from capital gains - 15% rate. Every CEO and wealthy person in America is structuring their income to get the lion's share from capital gains now. It's no secret. Those that have the bucks pay the least taxes as a percentage of their incomes. Buffet uses every deduction available, but doesn't do anything magical or even sneaky. He's explained how he pays his taxes on several occasions.
