I think that whether Traverers would sell at $1 depends upon the reasons that it got to $1. If it is rank speculation, they might well dump (though that would trash the company, and tarnish Travelers' reputation). If it gets to $1 on solid evidence that the company is really moving forward, I would expect them to stay the course. And for the same reason you cite - it's chump change to them, and it might actually work out.
