Apparently they DID. Pretty much EVERYTHING shut down after the 1991 War. Even the "yellow cake" they had was still sitting there in the same barrels it was in after 1991.

Iraq had NO WMD PROGRAMS!!! Wouldn't it have been better to systematically place agents in there the way the Chinese do rather than just wait around knowing nothing and end up spending 10's of thousands of U.S. lives and a trillion dollars????
