Yes, not a 'freebee'... but conversion efficiencies have been steadily moving up, and some new developments promise to add to the parts of the visible light band that can be utilized for generation of electricity - moving photoelectric much closer to commercial viability vis a vie fossil fuels in wider parts of the globe.

However, for many uses (transportation, remote "off grid" applications, etc.) energy must be stored, and battery technology seems to be hitting a wall... thus the interest in fuel cells, and also why the recent announcements of a 'new type of photocell' that can directly hydrolize water with energy captured from photons seem so interesting.

Even with fairly low conversion efficiencies - when two of the inputs are basically free: water and sunlight - and with a ready market for the output gases hydrogen and oxygen just over the horizon... the development seems to have commercial viability.
