Reuter's policy is that they will not initiate the use of the word "Terrorist."

I have been off reading some of the other Reuters articles and I finally picked up on the apparent "initiate" bright line, too. As long as it can be construed that the characterization was done not by the reporter but was framed by the subject of the story, it's apparently OK to use the word. It's hard to spot the real pattern once misdirected to a different pattern.

That's quite a ways from the way Snopes described the policy and even farther away from a ban on the word, as specified by DMA, but it makes much more sense for Reuters to have that policy than the one in the urban legend. At least it makes sense to someone as nuanced as I am. The focus on use of the word rather than who does the characterization is quite the red herring. I remember when this first came up and all the discussion was about that commie pinko Reuters and how they hate the US and are in bed with the bad guys. Not true, it turns out.
