You are absolutely correct. The infrastructure to support proprietary databases is extremely costly, and owners are not going to give theirs up easily. My experience tells me that it will be painful and expensive even if everybody agrees that it should be done, and that they individually do not have to bear the costs.

The only thing I can visualize is some kind of Google-like system for bringing up records in different formats and possibly converting them into a universal format. There must be some way to do it, but it won't be easy and it won't be cheap.

Personally, if I had any say in the matter it would be done because I see the problem and I see the solution and I'm willing to change. Getting everybody to do that is the hard part. It's next to impossible.
