The pharma companies are not stupid. If they saw that drug deliveries to France (to stick with your hypothetical example) were being diverted to the US, they would cut back on their shipments to wholesalers in France. The French government would then intervene to stop the diversion of supplies in order to prevent shortages of prescription drugs for its own citizens.
