Right now the aversion to cash is understandable because there's not much of a private distribution system and so the local merchant is either in a position to charge whatever he likes or can't get reliable supply. And it's comforting, in away....

That's where to start. Part food and part cash. Or choose one or the other. As employment increases further, less food more cash. It will become less important as the general price level rises with increased prosperity and folk get used to wheeling and dealing again.

This is very important because government food distribution is the foundation of the ME's degenerate political systems: The people get cheap or free food in exchange for not being politically or economically active, and putting up with repression and economic cronyism.
