Interesting article.
It looks like the independent power producers with coal plants might get hosed - this would have negative implications for EIX (the IPP part), AYE (which I mentioned before), NRG and most severely MIR. The regulated entities that own coal plants (AEP,DUK, SO) should be alright (they also have cost recovery in place ). AEP owns a lot of transmission assets which are mentioned favorably in this article.
