OS is short for operating system, that's where file system compression now resides in Windows and where compression in general belongs. As for the "fix" I suppose I wasn't crystal clear that it wasn't a bug: there wasn't even an attempt to compress anything as pointed out in Doctor Dobbs Journal -- a very well respected source. It was an unadulterated scam.
