There's a main street in Oakland, CA which used to be called (I believe) Martin Luther King Boulevard where drug dealers and gang bangers hung out and robbed anything that stood still and killed each other. It had a BAD rep. The Oakland city council convinced itself that a name change would cure the problem. Just rename it, all the bad guys would lose track of it, and voila! everything would be wonderful. At a cost of hundreds of thousands, they renamed it International Boulevard. Now International Boulevard has a bad rep. And drug dealers and gang bangers hang out there and rob anything that stands still and kill each other.
